Summary of Noteworthy Achievements
Vaccination in the Single Visit Approach Platform
CECAP recognizes the important role of vaccination in the prevention of cervical cancer. This year, CECAP aims to become more active in providing lecture awareness campaigns on prevention and actual services that does not only constitute screening through VIA linked to treatment, but also cervical cancer vaccination. This is made possible in partnership with Cancer Institute Foundation, Inc. as “CIF for CECAP” is providing vaccination and appropriate counseling for women who would like to take one step further in protecting themselves against this killer disease. This project also serves the purpose of raising funds for the sustainability of the CECAP Coordinating Center.
A partnership with the GlaxoSmithKline (GSK) Institutional Team has also been established after a workshop which was held in the GSK Office last January 6, 2009. The CECAP Framework was introduced by Dr. Cecilia Llave, Director of CECAP-Philippines as a means to inform the Institutional Team about the advocacy which they will use as they market the vaccines to companies and communities, not just to increase their sales, but as an avenue to attract potential donors to the Program. Dr. Grace Chan outlined the plans for incorporating vaccination into CECAP’s ongoing cervical cancer prevention efforts in the existing sites, and continued corporate vaccination for further financial support not only to the Coordinating Center but to the local sites as well. Future plans for this partnership include conducting intensive workshops to hone a pool of lay lecturers and vaccinators to enable CECAP to handle the many accounts of the GSK Institutional Team.
In celebration of the Women’s Month this March, JG Summit Holdings, Inc., one of the leading companies in the Philippines with multiple business interests such as air transportation, banking, food, manufacturing, telecommunications and print media tied up with CECAP and GlaxoSmithKline in providing a cervical cancer awareness lecture and vaccination to more than 50 women employees last March 12, 2009. This initiative opened more opportunities for CECAP to offer lectures and services to partner companies of JG Summit.
Currently, CECAP has employed another physician, Dr. Marlies Bosch to coordinate vaccination-related projects of the team and she has been working closely with the Dr. Grace Chan, the Head Vaccine Coordinator.

CECAP Takes a Huge Step in Improving the Current Documentation System
This quarter, the CECAP Management Team initiated talks with IT specialists, Mr. Nazareno Chan and Mr. Mark Tolentino to formally obtain their services for website maintenance and to create a cervical cancer prevention database software as a more effective method of data recording and collection in the different CECAP sites all over the Philippines. An agreement was made to initiate design of a program in the CECAP website which will contain client details and would automatically collate quarterly the values for the Program’s indicators of success. The development of this system will ensure that the transfer of data from the CECAP sites and the Coordinating Center will be faster and standardized. When created, the software will be piloted in the Cancer Institute Detection Clinic and subsequent meetings will be set in order to discuss the further improvements for this project.
Planning for the Training of Trainers
In order to ensure close supervision of the many CECAP sites and to strengthen the capacity of the Regional Training Centers, the Management Team, through Dr. Jaycee Almaria, Program Manager, has started planning for the Training of Trainers to be held this year, tentatively on September in Xavier University, Cagayan de Oro City. Priority slots were provided to CECAP-Visayas and Mindanao and CECAP-Cavite and Laguna were likewise invited to participate in this three-part course.
Manuals have been reproduced and the different required materials have been distributed to the chosen participants during the monitoring visits of the CECAP Management Team this quarter. In addition, an orientation regarding the Modified Computerized Assisted Learning or Mod-CAL, the first part of the course has been conducted by Dr. Almaria to guide the participants as they go through the different topics in a computer-based learning module. Progress will be monitored by the Dr. Almaria in the absence of a Training Coordinator. The second part is the 7-day workshop which will be followed by the last phase, a practicum of each participant for which they will be tasked to organize and be a trainer in a Clinical Skills Training Course on the Single Visit Approach within one year after they have underwent the TOT workshop.

This activity will be a joint initiative of the CECAP Coordinating Center, CECAP-Northern Mindanao and Jhpeigo, an Affiliate of Johns Hopkins University. CECAP will be inviting a Master Trainer and Director of Jhpiego’s Cervical Cancer Prevention, Family Planning and Reproductive Health Services, Dr. Enriquito Lu, to conduct the TOT to maintain the high standards of training that Jhpiego has ingrained in CECAP and to continue the legacy of keeping a capable pool of trainers that CECAP is known for.
CECAP Management Team Conducts Supervisory Visits in All Sites
Last January 27, 2009, the CECAP Management Team conducted a site visit in Cebu. In Vicente Sotto Memorial Medical Center (VSMMC), a meeting with stakeholders took place. CECAP-Minglanilla presented their accomplishments:
1. Attainment of target for Year 2 in just 10 months
3. The highest SVA rate among all sites for Year 2
4. Prompt submission of reports to the Coordinating Center
5. Continued advocacy
6. Sustainability through a 5-Year budget of PhP 200,000.00 for CECAP-Minglanilla and support by a possible budget to further build capacity through training of more health professionals (8 midwives) and barangay health workers (281) starting this year
7. Strong partnership with the Department of Obstetrics and Gynecology of VSMMC
8. Good leadership provided by the Regional Director
CECAP-Visayas Regional Director, Dr. Pañares, who is also the Regional Director of the Philippine Obstetrical and Gynecological Society (POGS) -Central Visayas Chapter, envisions expanding the CECAP program in nearby provinces, particularly in Bohol. Given that there are already 3 CECAP-trained medical doctors during the last Clinical Skills Training held in UP-PGH, there is a need to empower POGS members to likewise undergo the same training and to adopt a community in order to fully start a CECAP program. It is planned that on the next CST to be held in VSMMC this year, health teams (comprising of a POGS member, municipal health officer/rural health physician and nurse/midwife) from the different provinces of Central Visayas will be encouraged to join. A CME on CECAP and cervical cancer prevention is planned to be held in Bohol, through the efforts of CECAP-Philippines and CECAP-Visayas this year.

On January 27, 2009, CECAP Northern Mindanao hosted a meeting of stakeholders which began with the presentation of CECAP-NM Accomplishments:

Renewal of Ties: Signing of the Memoranda of Agreement with CECAP-NM Partners |
This site visit also paved the way for the renewal of the Memoranda of Agreement between CECAP-Philippines, CECAP-NM and partners: German Doctors, Northern Mindanao Medical Center (NMMC), POGS Region X, DOH Region X and Xavier University.
In Muntinlupa and Taytay, the service providers were given an update on cervical cancer vaccination by Dr. Chan. Further, a review of the treatment and follow-up algorithm was facilitated by Dr. Almaria which was followed by an exercise to evaluate the understanding of the service providers on the topic at hand.

Last February 9 during the meeting with stakeholders in Taytay, the Agreement on the implementation of the CECAP Program in this site was reported to have already been reviewed and approved by the Mayor. This cervical cancer prevention initiative in the municipal health unit was given an annual budget of PhP 200,000.00.
In Muntinlupa on February 13, a meeting with stakeholders likewise took place and a timeline for the reporting of the collation of data among the nine (9) barangays for the site assessment was set on May 2009.
In Tanza, a site supervisory visit was conducted last March 2, 2009 evaluating the CECAP-Clinic and the documentation system which was noted to be organized and well-maintained. CECAP-Tanza providers have also been invited to advocacy events and VIA missions. For one year, the six providers of CECAP-Tanza have already screened more than 1000 women.

On the day of the monitoring visit, the CECAP Management Team joined CECAP-Tanza providers led by Dr. Divina Rojas, Head Coordinator of CECAP-Cavite as they have been invited to become resource persons in a lecture awareness forum, entitled, “Be Aware: Stop Cervical Cancer!” This was held in St. Joseph School in Tanza, Cavite and more than 100 midwifery students and faculty attended this forum. Dr. Ruth Punzalan and Dr. Rouldan Buizon gave lectures on cervical cancer prevention through vaccination and screening. Dr. Almaria explained VIA in detail through an interactive lecture presentation and prepared VIA exercises for the students.

A Budding CECAP Site
Last March 19, 2009, the newest CECAP site was inaugurated. Another cervical cancer prevention unit was established in Southern Tagalog as a joint effort of the local health unit, Office of the Mayor and the POGS-Southern Tagalog Chapter through the initiative of Dr. Salvador Luis Villanueva, a gynecologic oncologist and former consultant from the UP-Philippine General Hospital.
Los Baños was chosen as the first CECAP site in Laguna. A comprehensive site assessment was performed by the Municipal Health Officer, Dr. Alvin Isidoro which was in turn evaluated by the Coordinating Center to have the capacity to house a cervical cancer prevention unit.
In order to start building capacity in this potential CECAP Site, Dr. Villanueva and Dr. Isidoro were sponsored by GlaxoSmithKline upon the recommendation of the Coordinating Center to participate in the Clinical Skills Training Course on the Single Visit Approach last November 2008 in the Cancer Institute. Since the training, CECAP-Laguna has achieved the following:
1. 70% completion of the masterlisting of women belonging to the target age group (25 to 45 years)
2. 5-year review of mortality and morbidity due to cervical cancer to obtain baseline data
3. Orientation and advocacy to LCE, SB, PHO, CHD, health personnel, NGOs and support groups
During the Inauguration, the Mayor of Los Baños, Hon. Caesar P. Perez was present to give an inspirational message and to show his full support to this cervical cancer prevention initiative. Dr. Cecilia Llave discussed the nationwide efforts of CECAP-Philippines in combating this killer disease and emphasized the need to provide for every woman’s basic right to life through good health care. Dr. Tito Naval, Regional Director of POGS-Southern Tagalog Chapter proudly announced that CECAP-Los Baños will be provided by the organization with a cryotherapy unit worth PhP 215,000.00 to ensure provision of full Single Visit Approach services.

A cervical cancer screening mission was also held after the inauguration and 30 women were screened using VIA. After a thorough examination by the CECAP providers all women were evaluated to be VIA negative.

Regional Clinical Skills Training Course for Health Professionals in the Cancer Institute
CECAP-Philippines hosted the 2nd Asian Regional Clinical Skills Training Course on the Single Visit Approach last March 22 to 28, 2009 in collaboration with Jhpiego, An Affiliate of Johns Hopkins University. This 7-day training was held in the Cancer Institute Auditorium through the support of the UP-Manila Chancellor, Dr. Ramon Arcadio and the Cancer Institute Foundation President, Mr. Antonio Perez. 20 participants from different countries in Asia, Africa and South America participated, with 2 gynecologic oncologists from India and Peru observing the conduct of training as reference for their cervical cancer programs in their respective places of origin. The trainers included Dr. Ricky Lu, Director of Jhpiego-Cervical Cancer Prevention Programs and Master Trainer, Dr. Cecilia Ladines-Llave, Dr. Joyceline Silao and Dr. Jaycee Almaria. The participants had interactive lectures, demonstrations and adequate practice of VIA and cryotherapy with models. Clinic practice was observed for four days enabling the participants to perform the Single Visit Approach with actual clients.

CECAP Joins AOGIN
CECAP took an active part in the recently concluded AOGIN (Asia-Oceania Research Organization in General Infection and Neoplasia) Conference last February 21, 2009 in EDSA Shangri la Hotel, with a theme of "Genital Infections and Neoplasia: Science at Work.” Dr. Cecilia Llave was given the chance to present the accomplishments of the program through a lecture entitled, “Using Best Practices for Advocacy to Strengthen the Cervical Cancer Prevention Program in the Philippines" which she will be presenting in the Unite For Sight Conference in Yale University, Connecticut in April this year.
A lay forum was also conducted in order to instigate awareness about cervical cancer among 50 attendees. The lectures were given by Dr. Jaycee Almaria and Dr. Grace Chan, and Prof. Josefina Dela Cruz, the President of the CECAP Support Group shared her experiences as a cancer survivor.

A half-day session was dedicated to showcase CECAP's "Single Visit Approach", of which trained health professionals shared their knowledge and skills regarding this aspect of cervical cancer prevention. 45 participants took part in this lecture series. The lecturers include Dr. Salvador Luis Villanueva, Dr. Doris Benavides and Dr. Joyceline Silao. The session also tackled methods on Infection Prevention in the Low Resource Setting as well as Image Assessment Exercises which oriented the participants on how to identify lesions upon application of acetic acid and which management each lesion would entail.

More Partnerships Strengthened this 2009
Last January 30, the Philippines Oncology Nurses’ Association, Inc. or PONA held its 15th Annual Convention at the College of St. Benilde Conference Center and Hotel with a theme of “Going Beyond the Horizon Towards Global Approach for Cancer Management.” Dr. Llave was chosen as the key note speaker for this conference and she presented the role of PONA in the Cervical Cancer Prevention Initiative. She discussed the CECAP Framework briefly and encouraged the oncologic nurses to take interest in learning the Single Visit Approach to help more women in the many low resource settings of the country.
On March 30, a collaboration of CECAP and Kobe University’s International Maternal and Child Health Research Group with the Manuel S. Enverga University Foundation was forged during a seminar held in Lucena City. Plans to incorporate a module on the Single Visit Approach in the undergraduate Nursing Curriculum were explored during this forum. Further, Dr. Hiroya Matsuo of IMCHRG proposed a partnership with the University on research.

The CECAP Support Group
The Cervical Cancer Support Group has been holding regular meetings every afternoon of the 3rd Wednesday of each month. They began the year by electing officers that would lead the group in the activities that they will be participating with during year.

The CECAP Support Group Members in the NCCW Parade
CECAP participated in the National Cancer Consciousness Week (NCCW) last January 19 to 23, 2009 through the efforts of the cervical cancer survivors. A short talk was organized in the Adult Waiting Area in the Cancer Institute on January 19 where the survivors shared their experiences in battling this disease among those who have been recently diagnosed and undergoing treatment. Their stories aimed to inspire and give strength to their audience as they face the trials of having this disease. This event also served as an avenue to invite more cancer patients in the CECAP Support Group. The survivors also joined the PGH-wide parade on January 23, wearing their purple shirts in support of the CECAP Network.
CECAP in The Tour of Hope: XXX Dare to Be Bold!
Once again, Cancer Institute for CECAP has been chosen to be the beneficiary of this year’s The Tour of Hope. The CECAP Management Team will show its full support by conducting lay lectures in every stop in order to instigate awareness among many Filipinas regarding cervical cancer and how to prevent this disease. This year’s Tour, from May 24 to 28, starts in Muntinlupa and will traverse through Tagaytay, Lipa, Quezon, Daet, Naga. This will end in Camarines Sur Watersports Complex in Pili where a closing program will be held.
CECAP joined in the successful press launch of this upcoming event last March 10, 2009, which was held in Casa Marinero, Intramuros. Dr. Llave exposed the truth about the burden of the disease and the ongoing efforts of CECAP to prevent it. The cervical cancer survivors and members of the CECAP Support Group likewise joined this event.

More Efforts to Raise Funds for the Coordinating Center
Last March 20, 2009, CECAP forged partnerships in order to raise funds for the Coordinating Center.
The CECAP Management Team began collaborating with Max’s Fried Chicken Restaurant for the celebration of Mother’s Day this May 2009. Max’s has chosen CECAP to be the beneficiary of the proceeds from selling cervical cancer awareness items in 118 branches country-wide.
Paul and Joe, a French-Japanese Cosmetics brand in Rustan’s Makati, in celebration of its 2nd Birthday and its crusade for women empowerment, showed its support to cervical cancer prevention initiatives by coming up with special “Pink Packs” wherein part of the earnings for the sales will be donated to CECAP.
CECAP Celebrates Women’s Month with Partner Institutions
Last March 4, 2009, CECAP was invited by the office of Hon. Cynthia Villar, House Representative of the Lone District of Las Piñas City to Batasang Pambansa for an advocacy event on Women’s Health. Lectures were rendered to educate 25 women from Barangay Bagong Silangan, Quezon City and employees of the House of Representatives regarding breast care and cervical cancer prevention. These women were screened with VIA and breast examinations were also performed by CECAP service providers.

The International Women’s Day was celebrated by SM Super Malls in partnership with CECAP at the SM Lucena Bazaar Area last March 6, 2009. Lectures on cervical cancer and its prevention were given by Dr. Cecilia Llave and Dr. Larraine Malabonga. The event was graced by Ms. Abbygale Arenas – De Leon, a Bravehearts advocate and Dr. Jane Adevoso, a cervical cancer survivor. Hon. Ruffy Biazon was awarded a Certificate of Appreciation during this event for the unending support he has given to the CECAP program.

On March 18, OK-Muntinlupa held an advocacy event entitled, “I Will Survive: Ipaglaban Kalusugan ng Kababaihan” in SM Tunasan. Dr. Marlies Bosch and Dr. Grace Chan lectured on Breast Cancer and Cervical Cancer to provide awareness to more than 500 women who were present during the event. During this day, the Memorandum of Agreement between CECAP, Office of the Mayor and Congressional Office was signed to forge support to the cervical cancer prevention initiative in Muntinlupa. An annual fund of one million one hundred sixty two thousand six hundred fifty six pesos (PhP 1,162,656.00) will be provided to the CECAP-Muntinlupa program which includes one-time purchase of cryotherapy unit and one-time cost of training dedicated for cervical cancer prevention and control during the first five years of implementation of the program.
